Best free passport photo makers online in 2026

Last checked: 8 October 2026. Prices and rules change, so each claim below links to the page it came from.

Short answer: free passport photo makers crop and size your photo but don't promise it will be accepted. For a US paper application, the State Department's own photo tool is the safest free cropper; if you want a human check and a refund guarantee, a paid service like PhotoAiD or a pharmacy such as Walgreens costs roughly $17. Candid Tools' Passport Photo Maker is free and private, but checks size and framing only.

US State Department photo tool

The US State Department's passport photo page links to its own free photo tool for cropping a photo to the right size. The page is explicit about its limits: it is for cropping only, it does not check the quality of your image, and it is meant for paper applications. If you renew online, you crop the photo inside the application instead. The same page sets out the US rules: 2 x 2 inches, with the head 1 to 1 3/8 inches from chin to top of head, and it says not to change your photo with software, phone apps, filters or artificial intelligence.

Best for: US applicants filing a paper form. It's free and comes from the authority that decides, though it only handles one document.

PhotoAiD

PhotoAiD is a paid service: AI crops, resizes and removes the background, then "a human passport photo expert will review the results." It offers an "Acceptance or a Double Money-Back Guarantee." PhotoAiD's own price guide (updated 20 February 2026) lists its digital photo plus printable template at $16.95. Your photo is uploaded; the home page says images "aren't shared with third parties or used in training AI models."

Best for: anyone who wants someone else to check compliance and a refund if it's rejected. Note that its AI background removal is the kind of editing the US State Department says to avoid, so for a US passport, read their rules first.

Persofoto

Persofoto lets you "Crop For Free" with immediate download, but the free option comes with "No Compliance-check, No Image Retouching Service, No Acceptance Guarantee." A checked, retouched digital version costs GBP 5.95, and printed photos by post cost more. The site says everything is processed in Germany, so your photo goes to its servers.

Best for: a free crop for a range of documents, with the option to pay for a check later.

123PassportPhoto

123PassportPhoto turns a photo into a printable sheet "suitable to be printed on 4R (4x6") photo paper," with sizes for more than 50 countries. It accepts JPG files under 10 MB and 4000 x 3000 pixels. Making the background white is a premium feature, so the free version works best if you already took the photo against a plain white wall.

Best for: a free 4 x 6 print sheet when your photo already has a suitable background.

A pharmacy or photo booth

Sometimes the simplest answer is to let someone else take it. Walgreens charges $16.99 for two 2 x 2 printed passport photos and includes a free digital copy by email, in store with no appointment and usually ready in a few minutes. Other pharmacies, post offices and photo booths offer similar services; prices vary by location.

Best for: anyone short on time, without a plain wall or someone to take the photo, or applying for a child's passport.

Candid Tools Passport Photo Maker

Passport Photo Maker is this site's tool, so weigh this section with that in mind. You pick a document (US, UK, EU/Schengen, India, Canada, China and Spain DNI sizes, among others), then drag and zoom until the head sits between guide ovals drawn from the official head-size range. You download a single JPG at 300 DPI, or a 4 x 6 in (10 x 15 cm) sheet with several copies to print. Everything happens in your browser; the photo is never uploaded.

The limits, plainly:

  • It checks size and framing, not every rule. It doesn't detect expression, glasses glare, shadows or focus, and it can't guarantee your photo will be accepted.
  • The optional background replacement uses an AI model that first downloads 98 to 192 MB, and fine hair can end up cut off or haloed. Some authorities, including the US State Department, say not to alter photos with software or AI, so for those documents it's safer to shoot against a plain light wall and skip it.
  • There is no human review and no refund guarantee, because there is nothing to pay for.

Best for: people who want a correctly sized photo or print sheet without uploading their face to a website, and who are happy to check the official rules themselves. Not for: anyone who wants a guarantee.

How to choose

  • US passport, paper form: the State Department's own photo tool is free and official. Candid Tools is a private alternative with a print sheet.
  • You want a guarantee: PhotoAiD (refund guarantee) or Persofoto's paid check, or a pharmacy that takes the photo for you.
  • You don't want your face uploaded: Candid Tools runs in your browser.
  • You only need a cheap print: make a 4 x 6 sheet (Candid Tools or 123PassportPhoto) and print it at a photo lab or at home at 100% scale.
  • A baby or young child: a pharmacy or studio is often less hassle.

FAQ

Can I take my own passport photo at home?

For many documents, yes, if it meets the official rules for size, background, lighting and expression. For a US passport, the State Department's photo page sets out the requirements and examples. Always check the rules for your own document.

Will a free passport photo maker guarantee acceptance?

No free tool on this list does. Free tools handle size and cropping; only paid services with a human check (like PhotoAiD or Persofoto's paid tier) offer a guarantee, and the final decision is always the issuing authority's.

Is it safe to upload my face to a passport photo website?

It depends on the site's privacy policy. A face photo is personal data, so read how long it's kept and what it's used for. If you'd rather not upload it at all, use a tool that works in your browser.

How do I print a passport photo at the right size?

Download a 4 x 6 in (10 x 15 cm) print sheet and order a standard photo print, or print at home with scaling set to 100% or "actual size." Check one copy with a ruler before cutting.
